China’s Experience in Managing Off-Budget State Financial Funds and Policy Suggestions (22/08/2024)
Extra-budgetary funds are a flexible financial tool that supplements the national budget and mobilizes social resources for public sector activities. These funds can be used to support investment in areas requiring encouragement, contributing to economic and social development. However, to ensure effectiveness and transparency, the government must tightly manage extra-budgetary funds, ensuring they align with the country’s economic and social development at each stage. China’s experience in managing these funds can be a valuable lesson for Vietnam as it refines relevant legal policies.

Changes in the DPRK’s Policy Under Kim Jong-un (22/08/2024)
In April 2018, Democratic People Republic of Korea (DPRK) officially announced that they had completed to develop the nuclear force, and officially shifted from Byungjin policy (Economic-nuclear parallel development Policy) for long decades to “All-out Concentration Policy for Socialist Economic Building”, marking the important policy change for this country. The Nuclear Force has always been so hot issue that this new policy of North Korea was not yet paid attention by the public or studied by scholars. Based on the Party’s directive documents as well as Policies, Laws, Constitution of North Korea issued from 2012 to present, this article clarifies the preparation process, the key contents and implementation of this new policy. It also gives some initial comments and assessments on the policy changes of the North Korea under the era of Kim Jong-un.

On the Methods of Fighting Against France and Japan in the Northern Revolutionary Press in the Period of 1939-1945 (22/08/2024)
During World War II (1939-1945), the situation in Vietnam and the world became significantly volatile. France joined the war in Vietnam. To facilitate exploitation for its mother country, the French implemented a series of policies to destroy the communist organizations. Against this background, the Indochinese Communist Party quickly changed its revolutionary direction, in which, the methods to fight the enemy in the new situation became a critical task continuously proposed by the Party in the 6th, 7th and 8th Conferences on November 1939, November 1940, and May 1941, respectively. During this period, especially after the 8th Congress of the Communist Party of Indochina (May 1941), a series of revolutionary newspapers in Tonkin was born, actively contributing to the propaganda, guidance and promotion of method of fighting against France and Japan. Thanks to that, the Vietnamese revolutionary movement, especially in Tonkin, strongly developed.

The Relationship Between Satirical Laughter and Feminist Aspirations in Ho Xuan Huong’s Nom Poetry (22/08/2024)
Ho Xuan Huong is considered a poet of women. She expressed her feminist aspirations, demanding equality for women in many of her Nom poems. One of the weapons of struggle for feminism in Ho Xuan Huong’s Nom poetry is satirical laughter, through which she condemns the feudal regime that deprives women of their freedom to live and love. This article explores the relationship between satirical laughter and feminist aspirations in Ho Xuan Huong’s Nom poetry, thereby affirming that Ho Xuan Huong’s poetry is not only a great step forward for medieval satirical poetry but also a strong voice of feminist literature of the time.
