Unique Fabric Grafting Features of Pu Peo Women’s Costumes (30/06/2022)

Pu Peo is among ethnic minorities in Vietnam who retain unique and rich cultural life. Their costumes are primarily made by women in the traditional way. While other minorities decorate their clothes with embroidery patterns or dyeing fabric, Pu Peo women apply fabric grafting, a unique technique that requires ingenuity, sophistication and aesthetic thinking. Jewelry is an inevitable part as it brings out the best in the costumes, especially on festivals and national holidays.

State Audit - the Contemporary Power Control System in China (30/06/2022)

State audit, among others, constitutes the state power control system in China. Its operating principles and functions as an independent supervisor are specified in the Chinese Constitution and the Audit Law. Against the background of State Audit of Vietnam’s constant innovation in operating methods, efficiency improvement, and effective implementation of the State Audit Development Strategy to 2030 (in the period of 2021-2030), the knowledge about Chinese audit agency system can serve as lessons for Vietnam to further innovate and perfect its system.

Issues Related to the Role of Folk Artists Association and People of Prestige towards Dao People’s Traditional Culture and Beliefs in Hoang Su Phi District, Ha Giang Province (30/06/2022)

The article analyzes the important part of the Folk Artists Association and prestigious people in the traditional culture and beliefs of Dao people in Hoang Su Phi district, Ha Giang province. Therein lies the issue of whether or not there exists the government’s ambition to control some cultural activities and traditional beliefs of the people, specifically through organizations and individuals of prestige to orient the community’s inherent rituals under the forms and conditions that the authorities deem appropriate. The paper thereby questions that whether the traditional cultural flow of some ethnic groups has been affected by governments’ policy adjustments.

Polyarchal Democracy and Its Core Elements in Modern Societies (30/06/2022)

Polyarchal democracy is a model of social organization proposed by the political theory of capitalism, which aims to deal with the tyranny of the majority in modern democratic societies. The article clarifies the following contents: (i) premises of the formation of polyarchy; (ii) core elements; (iii) impacting factors, and (iv) some relevant problems. Accordingly, polyarchy is characterized by a structure of several power centers coexisting with the state under the particular principles and political institutions. Its success depends on the actual function of the institutions and certain conditions. Polyarchy also embraces unresolved problems related to the power competition and influence among groups and organizations in the society.

The article summarizes this motto in Ho Chi Minh's thought and in the viewpoints of the Communist Party of Vietnam, especially the new contents demonstrated in the Document of the 13th Party Congress.
