To be steadfast in and uphold that path during the Vietnamese revolution up to now, the Communist Party of Vietnam, from its inception and operation in secret to the ruling Party, has regarded the work of defending the ideological basis and fighting against false and hostile standpoints as crucial tasks in the course of Party building.

Some Solutions to Improve the Effectiveness of Climate Change Responses of Hmong People in Son La Province (05/09/2023)

Climate change as a big challenge has been changing natural ecosystems, socio-economic life, and seriously threatening the environment and global food security. Therefore, seeking for responses to that has become urgent for all peoples worldwide. Based on results of the two field surveys conducted in April 2019 and April 2020 in Ta Phenh village, Tan Lap commune, Moc Chau district and Suoi O village, Quang Huy commune, Phu Yen district, Son La province, respectively, and the data and materials collected from local agencies, the article evaluates the achievements as well as the difficulties and challenges in the responses to climate change by Hmong people in Son La province; thereby proposing some solutions to improve the effectiveness of the local residents‘responses to the climate change.

Some Theoretical Issues on Cultural Competence in Health Care for People (05/09/2023)

Cultural competence in health care, that is, acknowledging and respecting patients’ culture to suggest ways of behaving, communicating and healing which are consistent with their cultural beliefs and desires, constitutes an fundamental factor in health care delivery. It does matters because the health care quality and satisfaction are concerned by each and all, especially ethnic minorities due to increasing health disparities. Therefore, cultural competence has been recommended as a strategy to reduce disparities in health care and improve the effectiveness of health care for people. Based on a literature review, the paper clarifies the concept of cultural competence and its relation with the effectiveness of health care for people.

Management of Relics of Thất phủ Thiên Hậu Shrine in Sa Dec City, Dong Thap Province (05/09/2023)

Sa Dec town was soon located in the Southwest region around the end of the eighteenth century, where Vietnamese, Chinese, and Khmer cultural exchanges took place. The most typical ones to mention are the Thiên Hậu beliefs and the relics of Thất Phủ Thiên Hậu Shrine. A literature review and the results of fieldwork, participant observation, and in-depth interviews indicate that Thiên Hậu beliefs in Sa Dec city are reflected in two outstanding values: multicultural integration and tolerance. Also, the relic is recognized and ranked by the local government as a province-level architectural and artistic destination. The decentralization therein, however, is dealing with several challenges. The article clarifies the manifestation and characteristics of Thiên Hậu beliefs in the locality and learns about the management, conservation, and promotion of Thất Phủ Thiên Hậu relic values in the context of current integration.

Changing Functions of Chinese Local Governments (05/09/2023)

The reform and innovation of local governments, among others, have contributed to China’s success since its opening-up in 1978. The function switch by local governments leads to systematic and comprehensive changes in their organizational structure and personnel as well as competence to serve the people, and the effectiveness and efficiency of their multifaceted operations. The article presents some basic changing aspects of Chinese local governments, thereby providing a practical reference for that in Vietnam.

Renovating Vietnamese Novel Language After 1986 (05/09/2023)

Language functions as the typical medium of literature. Vietnamese novels of Doi Moi period underwent significant changes toward modernity, breaking free from the limitations of earlier language forms and bringing them closer to the daily life. The popularity of these literary works has been facilitated by the introduction of newness and distinctive values through the use of many linguistic forms, including narrative, satire, and philosophy. The predominance of everyday and colloquial languages, and the growing use of unconscious language as a means of conveying people‘s psychological moods in the modern world are particularly significant.
