The wise concept means using actions, behaviors, lifestyle and thought of an individual or a group or people or even a nation to ensure the existence and development of an object as well as meet the characteristics of a clear, wise thought which are suitable with social and universal operating rules. The article analyzes Hochiminh’s wisdom concept through two viewpoints: national independence and socialism target. Regarding to national independence, Hochiminh’s wisdom concept is expressed through the inheritance of traditional thoughts of social nation and the absorption of modern national ideas. When analyzing through socialism target, the wisdom concept reflects the idea of a perfect society is where there is no mode of exploitation, no inequality between classes of people as well as nations.

Constitution is fundamental law and highest legal and political document in the law system. Protecting constitution means to protect the public, political regime, legal base of government as well as long lasted and precious values of society. In Vietnam, however, the lacking knowledge of constitution has led to the outdated and simple understanding about the role, concept and factors of constitutional protection. The article listed out some necessary requirements for implementing and completing the mechanism of protecting constituion for a socialism and rule of law country.

In the development and integration of Vietnam, human resource growth, especially female resources, is an important and urgent issue which could be the basical factor of fast and sustainable growth of country. Apart of improving economy efficiency and opportunity of integration, female resource development can lead to positive impact to sexual equality purpose. Female resource development includes the growth of education, training, medical and health care as well as improving their living standards. The writitng clarifies the reality of female human resource and also offers solution to the development during the period of 2011 to 2020 through the survey results on “Theoritical and Practical foundation of building female resource developing policy during the period of 2011 to 2020” (Code 58G/2011/DTDL). This policy is planned to implement at 8 provinces and cities in 2012 and 2013, including Ninh Binh, Tuyen Quang, Ha Tinh, Kon Tum, Tay Ninh, Soc Trang, Ha Noi and Ho Chi Minh City. The standard sample is selected base on social structure as urban or rural area, age, job with total 2400 qualitative and 168 quantitative samples.
