Vietnam’s New Age of National Rising (01/10/2025)

The “era of national rise” as a new developmental strategy, mentioned and strongly avocated in the spiritual life of Vietnamese society today, is a period of breakthrough development, bold institutional reform of the country, towards the goal of becoming a developed and high-income country “on par with the great powers”. The strategy is determined to start from the 14th National Congress of the Communist Party of Vietnam in 2026, an ideology that is inseparable from the role of General Secretary To Lam. The article reviews the impressive milestones that the General Secretary has presented at domestic and international forums, the core contents, important goals, “foundations for positioning”, policies and strategic solutions, etc. to realize it. Scientific issues which require further studies are also mentioned, to clarify the implications of the strategic ideology of “the era of rising” so as to actively contribute to the cause of national construction, development and defense in the coming period.

On the basis of inheriting and developing the nation’s traditional values, while embracing progressive ideas on independence and freedom from peoples around the world, President Ho Chi Minh established a comprehensive system of views on national independence and freedom that reflects the inevitable laws of the Vietnamese revolution. His thought on national independence holds profound theoretical and practical significance for the Vietnamese revolution, both during the struggle for national liberation and in the current period of national construction and defense. This article analyzes the core content of Ho Chi Minh’s thought on national independence, thereby drawing out its theoretical and practical implications for the Vietnamese revolution.

Some Theoretical Aspects on Strategic Mineral Resources (01/10/2025)

The current accelarating geopolitical competition for access to strategic minerals is in part driven by rapid changes such as increasing global demand for strategic/critical minerals that are vital for green energy technologies and military power; structural risks associated with supply chains dramatically exposed by the Covid-19 pandemic; and Russia’s war in Ukraine that has disrupted mineral supplies. This article explores some concepts related to strategic mineral resources, and discusses the types and roles of strategic mineral resources for countries in the context of energy transition and national security today.

Social Security Policy to Ensure Job Security for Female Workers in the Mekong Delta (01/10/2025)

This study explores and analyzes how the social security (SS) system contributes to job security (JS) for female workers in the Mekong Delta. The findings reveal a relatively high level of job security among female workers, a low job turnover rate, and strong employee retention. Regression analysis confirms the positive impact of four key components of the SS system: employment stability, social insurance, hardship allowance, and access to basic social services. However, several challenges persist, including the lowest national rate of vocational training among female workers, a rising number of one-time social insurance withdrawals, and income disparities between industrial zones. A comprehensive implementation of solutions is highly recommended across all four dimensions of social security, with close coordination among the central government, local authorities, and enterprises.

Institutional Model for Developing Cultural Industries in Some Countries and Suggestions for Vietnam (01/10/2025)

The article overviews institutional theories and approaches to cultural industry development, and analyzes four typical models of South Korea, France, the United Kingdom, and China. These cases demonstrate the diversity of institutional design and operation, ranging from state-led models to patronage mechanisms, market driven systems, and technology-based control. On this basis, the article proposes some policy recommendations to improve Vietnam’s cultural industry institutions towards greater flexibility, integration, and adaptability to the digital context.

Vietnam’s Land Border Trade Policy: Current Situation and Solutions in the New Context (01/10/2025)

In the process of international and regional economic integration, land border trade plays an increasingly important role in promoting socio-economic development, improving people’s lives and strengthening national defense and security in Vietnam’s land border areas. Especially, in the current new context of strong fluctuations in the global supply chain, rapid development of e-commerce, the requirements for sustainable development are increasingly emphasized and have become an invitable trend, while non-traditional security issues are also becoming increasingly complex. The completion of the land border trade policy has become urgent to improve trade efficiency, support local economic development and protect national sovereignty. The article presents and analyzes the current status of Vietnam’s land border trade policy, especially with three neighboring countries sharing a land border with Vietnam: China, Laos and Cambodia; thereby, proposing a number of solutions to improve the policy in a suitable, effective and sustainable manner.

Developing the digital economy is gradually becoming a top concern of many countries, and one of the three main pillars in national digital transformation that plays an important role in the economic development of Vietnam. Digital economic activities have grown rapidly, with the strong presence of digital technologies in all of the economy’s areas such as agriculture, industry, services, manufacturing, transportation, finance and banking. In that context, grasping and understanding the trends, opportunities and challenges of the digital economy is essential to achieve the goal of sustainable development. The article provides information on the actual situation of the digital economy in Vietnam, the problems and solutions to develop Vietnam’s digital economy in the coming time.
