Law-Governed State in Vietnam (21/09/2015)

11th National Congress of the Communist Party of Vietnam has re-affirmed their determination to continue building socialist law-governed state of the people, by the people and for the people; operate on the basis of a law with the legal institutions of democracy, ensure human rights, civil rights and the comprehensive development of Vietnamese people. The Communist Party and State of Vietnam are growing their awareness of the requirements of building the law-governed state based Marxism-Leninism and Ho Chi Minh’s ideology. Adherence to the rule of law in the process of developing and perfecting the socialist law-governed state continues to be reaffirmed in the 2013 Constitution of the Socialist Republic of Vietnam. This article will further clarify the requirements in new practice and in perfecting the State apparatus under socialist rule of law in Vietnam today.

Poverty Reduction in the Chams’ Region in Ninh Thuan and Binh Thuan Provinces (21/09/2015)

Recently, although the production and poverty reduction in the Chams’ region in the provinces of Ninh Thuan and Binh Thuan have made significant progress, it has not achieved the desired results. Especially, it is not commensurate with the existing potential and resources of the region and of the Chams. The article analyzes, assesses the situation of poverty reduction in the Chams’ region in two provinces of Ninh Thuan and Binh Thuan. Based on that, it poses some problems for policy and production practice, poverty reduction in the Chams’ region in these two provinces. With recommendations for solution, the article directs the deployment of ethnic policy of the Communist Party and State of Vietnam as well as the provinces of Ninh Thuan and Binh Thuan on the Chams, comprehensive Cham regional development in terms of politic, economic, culture, society, security, defense...

Dum Singing of Tho People and Preservation and Conservation in the Present Context (21/09/2015)

Dum singing is a cultural activity closely linked with the life of Tho community, also known as Em Oi singing. Basically, similarly to many forms of folk music, Dum singing is a form of exchanging love between men and women. In tradition, Dum singing is widely spread in the communes of Nhu Xuan district, Thanh Hoa - where many Tho people live and also where strong interference of Vietnamese - Thai - Muong cultures. This is also the locality where the author conducted the study and reflected in this article. The article will help to clarify the origins as well as the position of Dum singing in life activities of Tho people. Performing space of Dum singing and its artistic value can also be seen through the lens of community, by which, the author have the general assessment of the current state of Dum singing of Tho people (Yen Le commune) and give some suggestions for preservation of this traditional cultural form.
