Perfecting the Legal Framework for Legal Aid in Vietnam: Insights from International Experiences

The digital environment breeds specific manifestations of ideological degradation among cadres and Party members that are difficult to detect through traditional methods. Drawing on an analysis of Party documents and international theoretical perspectives, this article first refutes the argument that the market economy and the digital era inevitably lead to “ideological disintegration”. It then identifies four classical symptoms of the degradation: the radicalization of perceptions within “online opinion chambers”, a pragmatic lifestyle and cultural hybridization, an aversion to responsibility, and schemes to “depoliticize” the armed forces. By comparing these manifestations against the standards of revolutionary ethics outlined in Regulation No. 144-QĐ/TW dated May 9, 2024, of the Politburo on revolutionary ethical standards for cadres and Party members in the new era, the article proposes a framework for building a “culture of digital integrity”. This framework integrates institutional refinement, the application of technology within a clear legal framework, the protection of dynamic and innovative cadres, and the reform of political education, all aimed at consolidating the Party’s ideological foundation and enhancing its governing capacity in the digital era.
