The draft document of the 14th National Party Congress sets a double digit growth target to help Vietnam escape the middle-income trap. In the context of uneven socio-economic development levels among localities, most provinces still depend heavily on the state budget, the burden of growth is assigned to a number of key localities, including Quang Ninh province. This requires science, technology, innovation and digital transformation to play a leading and important breakthrough role to help Quang Ninh province develop rapidly, sustainably and strongly in the new era of national development.
