Migrant workers have emerged as an important component of the labor force that support industrialization and economic growth in many provinces/cities in Vietnam. However, the rapid influx of migrant labor also poses significant challenges for host localities, particularly in terms of infrastructure capacity, access to public services, social stability, and the provision of social security for workers. This paper examines the case studies of Vietnamese localities in attracting and retaining migrant workers. The analysis draws on qualitative data collected through in-depth interviews with representatives of local authorities, enterprises, and migrant workers in Bac Ninh, Hung Yen, Dong Nai provinces and Ho Chi Minh City - four major industrial centers in Vietnam. The findings indicate that while specific policies exclusively targeting migrant workers have not yet been developed, a range of existing policy measures has indirectly contributed to attracting and retaining this workforce. These include employment policies, vocational training and skills development programs, housing support, healthcare services, and broader social welfare initiatives.
