Policies for Developing Green Industry Clusters in East Asian Countries and Implications for Vietnam
This article analyzes policies for developing green industry clusters in East Asia focusing on the exemplary cases of Japan, South Korea, and China - and draws implications for Vietnam. Based on the theoretical framework of industry clusters, the analysis reveals that these East Asian nations have successfully harmonized spatial planning, assessment standards, financial support, network governance, and policy review mechanisms. Japan emphasizes the role of local governments and region-specific recycling initiatives; South Korea employs a national model featuring regional Eco-Industrial Park (EIP) hubs and a phased replication mechanism; and China has established a standardized system for classifying green industrial parks through robust institutionalization. Consequently, the article recommends that Vietnam implement a national green industrial park development program incorporating green environmental standards, green finance, regional support centers, and MRV (Measurement, Reporting, and Verification) data systems.
