The proposal system of the Chinese People’s Political Consultative Conference (CPPCC) is an institutionalized channel for transforming the demands of various sectors of the society into governance efficacy. Established at the founding of the CPPCC, this system has undergone three stages - initial exploration, functional transformation, and rapid development - gradually achieving institutionalization, proceduralization, and standardization. From the perspective of national governance, the proposal system operates through an “input - process - output” mechanism, forming a complete closed loop that encompasses proposal cultivation, review, handling, supervision, feedback, and transformation. Such a system has demonstrated governance efficacy across multiple dimensions, including improving the scientific quality of decision-making, enhancing administrative efficiency, and promoting social stability. As an important hub in China’s national governance system, the proposal system not only facilitates positive interaction between the state and the society, but also provides continuous impetus for the modernization of national governance, demonstrating the internal logic and institutional advantages of China’s national governance.
