Against the backdrop of science, technology, innovation, and digital transformation becoming major drivers of economic growth, the need for innovation in the private sector has become increasingly urgent. However, a distinctive feature of Nghe An Province is that the majority of enterprises are small and micro-sized, while their financial resources, technological human resources, and research and development (R&D) capabilities remain limited. This article clarifies the approach of “lean innovation,” taking operational efficiency as the starting point and viewing technology as a means. It proposes a five-step roadmap: diagnosing bottlenecks, improving processes, digitizing the right processes, upgrading technology, and standardizing operations while leveraging intellectual property assets. At the same time, the article proposes organizing support around “enterprise-specific problems,” differentiating support according to enterprises’ capabilities, implementing co-financing mechanisms linked to outcomes, and evaluating effectiveness through indicators such as cost reduction, productivity improvement, error reduction, revenue growth, and market expansion.
