To date, Vietnam has established fifteen comprehensive strategic partnerships (CSPs) - ten of which were concluded between 2022 and 2025, and two more, with the United Kingdom and the European Union, formalised in late 2025 and January 2026 respectively. Partners include major powers holding divergent geopolitical positions such as the United States, China, Russia, and Japan, as well as all five permanent members of the UN Security Council. This paper addresses two central questions: Why has Vietnam accelerated its CSPs network? What are the implications of this expansion for Vietnam? Employing discourse analysis of Communist Party of Vietnam Congress documents from the 6th Congress (1986) to the 13th Congress (2021), supplemented by official joint statements and secondary literature, the paper argues that this acceleration stems primarily from a fundamental shift in foreign policy thinking - from ideology-driven diplomacy during the Cold War to a national-interest first approach following Đổi Mới. The 13th Congress explicitly identified the elevation of relations to CSP level as a key strategic orientation. Three criteria define all Vietnam’s CSPs: (i) high political trust, (ii) extensive multi-field cooperation, and (iii) substantive effectiveness. The rapid expansion of this network creates a favorable international environment, enhances Vietnam’s global standing, deepens sectoral cooperation, and advances its integration into the global order.
